Local animal cruelty officials say a woman is likely to face charges after she placed two sick dogs inside a plastic garbage bag and dumped them alongside the road, apparently hoping they would die of either heat stroke or suffocation, 1200 WOAI news reports.
"These puppies were placed in garbage bags and then placed into a cardboard box, and left for dead on the curb," Animal Care Services spokeswoman Lisa Norwood said. "I think that says it all."
She says one of the dogs died, and the other is being cared for by a pet rescue group.
The incident happened in the 2800 block of Chihuahua on the city's west side.
"This is not proper behavior," she said. "This is animal cruelty."
Norwood did not identify the woman who could be facing charges in the case.
